The East Field Water Main Improvements Project (Project) will replace piping between the US Coast Guard and Superbay with new pipelines along North Access Road. This Project will remove most potable and fire water mains from the Airfield in the East Field and install new laterals to each building from North Access Road.

MITCHELL ENGINEERING, a San Francisco Contractor and Equal Opportunity Employer, is requesting sub-bids from all CMD certified San Francisco Micro and Small-LBEs. The Local Business Enterprise (LBE) subcontracting requirement is 11%. PUC-LBEs and SBA-LBEs cannot be counted towards meeting the LBE subcontracting requirement. Mitchell Engineering encourage subcontractors quotes to utilize other LBE firms through second tier subcontracting, owner-operated equipment, or purchase of materials. In addition, all Material/Equipment Suppliers LBE-DBE are requested to forward bids for the following project. Mitchell Engineering also encourage non-LBE subcontractors/sub-tiers/material suppliers to submit bids.

Mitchell Engineering will be bidding as a Prime and requests Subcontractors/Material Suppliers, and Trucking proposals in the format of the Bid Form for the following trades: Traffic Control; Jack & Bore; Trucking; Hazardous Waste; Pipeline Material; Paving; Concrete Catch Basins; VCP Sewer; Television Inspections; Slip Lining; Horizontal Drilling; and Environmental Work for the Project advertised as: EAST FIELD WATER MAIN IMPROVEMENTS - SAN FRANCISCO INTERNATIONAL AIRPORT (Contract #8571A.61). Bids are due to Owner on January 16, 2026, at 2:00 PM.
