The Project is the complete renovation of the Chinatown Him Mark Lai Branch Library at 1135 Powell Street, San Francisco. The building was built in 1921 and is a San Francisco registered historic landmark. The building underwent significant renovation and addition in 1995 to add a large rear yard addition, seismic strengthening and accessibility upgrades including two elevators. The structural retrofit resulted in the diminishment of the landmarked Main Reading Room. This Project will renew the historic grandeur of the Main Reading Room through removal of the prior retrofit in addition to complete building renovation. The scope includes selective demolition, new architectural finishes, sitework, utilities, structural updates, mechanical, plumbing, electrical, fire protection, telecommunication, security, elevator, and audiovisual systems. Building exterior improvements include façade repair, historic façade restoration, roofing, and a new roof terrace. The Project requires USGBC LEED Gold certification.

Engineer's Estimate: $21,200,000

WICKMAN DEVELOPMENT & CONSTRUCTION, as a Prime Contractor, is seeking bids for all trades from sub-contractors and suppliers, including bids from certified/qualified DVBE/LBE/DBE/SBE/MBE/WBE firms, for the Project advertised as: CHINATOWN BRANCH LIBRARY RENOVATION (CITYWIDE PLA), Project #0000011171, located at 1135 Powell St., San Francisco, CA 94108. Contractor bids are due to Owner on March 18, 2026, at 2:30 PM.

PLEASE NOTE: sub-contractor/supplier bids are due to Wickman Development & Construction NO LATER THAN 10:30 AM ON WEDNESDAY, MARCH 18, 2026, to allow ample time for review.

Participation Goals: It is the intent of Wickman Development and Construction to reach out to DVBE/LBE/DBE/SBE/MBE/WBE firms and suppliers and provide them with an equal opportunity to bid this project in accordance with the goals established and then to fairly review and choose to include complete and timely submitted bids in our bid to the Owner based on cost.

Union Affiliations: Wickman Development and Construction is signatory to the Carpenter’s and Laborer’s Unions of Northern California Master Agreement. All sub-contractors who intend to bid scopes of work to Wickman Development and Construction that fall under the Master Agreement of these unions must also be signatory to these unions or we cannot list them for that portion of work.
